2002 Mercedes Benz Vito Repair Question

Mercedes Benz Vito Engine Problem
This is on a 112cdi Vito Panel Van.
The turbo stops working whilst I am driving, if I switch off the engine and restart the turbo starts working again. Is this a DiY repairable job? If it is the actuator - can this be serviced?
