MAZDA MPV BRAKES PROBLEM

In the mornings, when it is wet or damp outside, when I first start the van and apply the brakes there is a terribly loud screeching and grinding noise from the right back side. It also sounds like and feels like and huge thunk forward and it feels that when this screeching happens the right rear tire locks up and does not roll. It only lasts for a few seconds. Sometimes it happens a second time a brake a second time but never a third, I have 3 three mechanics look at it and they cannot figure it out. It just seems to me that it is fairly serious. I should also mention it passed inspection in February in the Virginia. Any ideas would be helpful.
