2002 Jeep Laredo problem starting Jeep

When its cold out and I go to start my jeep it turns over but does not start. I have to turn the key several times before it starts. After the engine warms up it starts fine.

The first step should be to use a fuel pressure gauge to read pressure before you try to start it and then monitor what the pressure does while you try to start it. If the pressure doesn't shoot up to spec immediately, then you need to determine why.
