What can I do to check the engine cooling fan and the a/c heater fan to make sure they work properly - engine cooling fan doesn't come on frequently enough and the a/c heater fan just doesn't come on

Cooling fan problem: power the fan direct from the battery and see if it turns on also same goes to the blower motor-start here
