2002 Hyundai Santa Fe Repair Question

is there a purge valve on the santa fe or could my piston rings be worn ?

My hyundai santa fe is not getting enough air into the engine and it is whistling all the time,, when I take off the oil filler cap the engine appears to be sucking in instead of blowing out,I fear there may be no oil being thrown up into the rockers as it is extremely hot on top of engine yet not overheating ie not boiling over

You're way off on this. There is supposed to be a vacuum inside the crankcase. That's from the PCV valve. If you hear a whistling, I would look for a vacuum leak.
