Its a manual transmission it jumps out of 4th and 5th mostly and it happens when backing off from cruising speed.

Syncros are bad in the trans. It must be removed, inspected and replace those pieces at a minimum.

Is there something else it could be before the gearbox is condemed its only done 64000 miles?

Whatever there is, symptom description indicates the problem is internal. It could be due to something getting loose, such as a lock nut or a broken clip and transmission would have to be disassembled to find out what is wrong.
