Steering pump replacement instructions

it is hard to turn at idle speed and still makes a very loud whining noise. If I take the car out of gear and then increase the rpm's to about 1000 then it becomes easier to steer but still makes a very loud whining noise. I have checked for leaks and checked the belt. All seems good. When I changed the pump I did bleed all of the old fluid out but it still does not seem right. What is the next step?

Just to be clear, you did change the pump? If not that is what needs to happen.

By raising the RPM you are increasing the pump pressure so we either have a pump issue or a restricted line.

I would flush the system and if it still does it then I would put a new pump and belt on it and retest.
