AC / HEATER BLOWER

I have a 2002 ford explorer and I am having a problem with the amount of air that is coming out of my vents. I can hear the blower changing speeds at every level and can tell it is blowing hard but the air coming out of the vents never seems to be above medium. It has been doing this for over a year and the condition hasn’t changed. It is the same for ac or heat.
