Check for vacuum leaks under the dash and the supply line from the switch to the engine. The air flow actuators are run by vacuum. If there is a leak, they won't change direction.

Let me know what you find. If you're lucky, you may hear a hissing sound if you start the engine. They are a pain to find sometimes.
