2002 durango starting

I have a 2002 durango that does not start up right away. Have replaced fuel pump 4 times now back to oem pump. Through the process we have exchanged the thottle position sensor, the crank and cam sensors, but still is doing same. if I let it just turn over without holding the gas pedal down I will get a crank/cam sensor error, but these have been replaced. When the engine does start a few seconds later it smells really rich.
Does the 02 durango even have a fuel regulator.
I have noticed that this problem is also found the dakota, in other posts online.
Is this a injector problem?

When holding gas pedal you are commanding the PCM to go into a flood mode where it slow or shut the fuel injectors
Until engine start
Assuming that you have no scan tool to monitor the o2 sensor (air fuel meter).
Disconnect O2 sensors and try .
I would suspect bad sensors

The O2 sensors were replaced first with after market and kept getting O2 sensor errors have replaced O2 sensors to new OEM sensors and error has not come back. Problem still persistant. First step was to replace O2 sensors, (we were getting a error codes) then throttle position sensor, then multiple fuel pumps now back to New OEM, then crank and cam sensors!
