2002 Chrysler Concorde Repair Question

Bad Starter or seized engine
I have a 2002 concorde and the mechanic says the engine is seized but i cant beleive an engine just seizes up during a start in the morning

Pull the starter motor and see if you can turn the engine with a lever via the ring gear, this will show if the engine is indeed seized.
