2002 Chevrolet Impala cooling system

My car overheats and it is always low on coolant. Is the top radiator hose supposed to have coolant in it at all times? Mine doesn't.

The coolant should be full, you will have a leak in the system, get a cooling system pressure test done, this will help locate any external leaks and get the pressure cap tested as well.
