2001 Volkswagen Beetle Trunk release electrical issue

My trunk latch will not open using the remote or the door switch. Here is what I have done so far:
1) Verified the Trunk Actuator works using an alternate 12v power source and I can see the actuator works fine.
2) the voltage coming to the door switch is 11.2vdc. The voltage at the actuator when pressing the trunk release switch is 8.5vdc.
3) When I press the trunk release switch, I can here a small click under the dash/steering wheel area. I have swapped the trunk release switch and the fuel door switch and used the fuel release switch to try to open the trunk. It didnt work either.
It seems that I am not getting enough voltage to the actuator in the trunk. Where could I be losing this voltage at? I do hear a click under the dash. I dont have a schematic but it seems there is a solenoid actuating but not sending the proper voltage thru to the actuator. Any tips you can give me or trunk release schematic? I saw a schematic posted earlier on your site but it is too blurry to read. Thanks in advance.

Do yourself a favour and test the trunk harness first before you go chasing wires. The trunk harness love to break at the hinge points. I would run a resistance check from
The truck actuator connector to the trunk harness connector located on the driver side of the trunk compartment.
