Just got a second hand car (Rover 25 -2001)... Handbrake lifts up high and when left on overnight and released the car moves off with a clunk..... definitely the rear drum/s sticking on a bit.. ALSO worth saying is the brake pedal is hard'ish (2 inches in and its nearly solid) however the car does stop fine although brakes a sharp and sudden below 10mph.
