2001 Renault Clio Repair Question

Renault Clio Dashboard Problem
The car engine starts normally but all the lights on the dashboard stay illuminated and the gauges i.e fuel temperature revs petol all go haywire up and down constantly and there is a starnge bell like noise as if you have left your lights on when the ignition is off?
