My truck has an independent front suspension and the cv half shafts only spin when in 4wd, but when the car is in 2wd and I push up anywhere on the front, there is a clicking sound coming from the outer cvjoint, and I hear a couple of clicks when turning at low speeds but its not constant. Could this be a bad cv halfshaft.

Even though the half shafts don't spin, the outer cv joints still swivel when the suspension goes up and down and you turn left and right. The joints do make a clicking sound when they're worn but there has to be torque on them. They won't bind and click when there's no load on them.

While the joints can click, given that you can make the noise occur by bouncing the truck, I'd be looking closer at the ball joints and anti-sway bar links. You may be able to identify them by touching them while a helper bounces the front end.
