What can cause my car to make a whirling noise?

My 2001 Mercury Cougar was making a bad whirling noise from around the engine, i took it to the repair shop and the mechanic said i needed my idle air control valve replaced so i replaced it. About 2 weeks later, my car started making the noise again only worse, what's wrong?

V6. It idles high and then drops when the whirling noise stops. The one that was originally on my car would cause the car to die when it dropped the idle. But this one continues for a minute after I turn the car off. And it was a new one.
