Mazda MPV airflow problem

Hi, I have a 2001 Mazda MPV that has very little airflow from the dash vents. I replaced a dirty cabin filter but that did not help very much. I can see the actuator cables that opertate the blend doors and they seem to be working ok. The blower motor seems to be working fine and changes speed but still has very little airflow. When in the AC mode there seems to be a slight increase in flow but not much. The recirculate and fresh air settings do not increase or decrease flow. Any help on where to look would be appreciated.

Check for leaking joints under dash.

Does air flow increase with the cabin filter removed?

Is the air flow good at maximum fan motor speed?
