2001 Mazda 626 Repair Question

Mazda 626 Gas Problem
After removing heads & headgaskets , noticed a lip wondering
whether the gasket made this lip from being tightened down or was it there already , confused because the head surface is cleaned and resurfaced -perfectly smooth. you would think that
block should be the same. don't want to make a mistake._
