2001 Infiniti G20 Repair Question

Infiniti G20 Fuel Tank Problem
When i try to fill the fuel tank, it gets 1/3 to 1/2 full and then gas spills out the vapor canister vent. What could be the problem?

Evap canister fuel return line is clogged.
