2001 Honda Civic Repair Question

Cel is lit,tach dont work,temp gauge dont work,engine cant rev above 2500rpm,ac dont work.scanner unable to communicate to pcm
When i disconnect the battery negative cable to clear the code,reconnect the negative cable and start the car everything works fine for a few seconds then you hear a click from behind the glove box and everythig is back to not working agajn.any knowledge on fixing thjs issue would be greatly appreciated.

If the scan tool cannot communicate, check for battery voltage at pin # 16 and ensure terminal # 4 has good ground. A DVOM is required.
Bridge terminal # 4 with # 9 and see if the MIL flashes trouble codes when ignition is turned on.
