2001 Ford Taurus Repair Question

Ford Taurus Engine Problem
Car will not start. Starter replaced inn 2007 by Ford dealer. Battery replaced in Feb. 2012. When ignition key turns there is a clicking sound but engine not turning over. Lights, horn, other elec. systems work. Tried jumper cables, but won't start. Could it be the starter again?
