2001 Dodge Intrepid Repair Question

My wouldn't start. the shope told me that there is a problem with the fuse box, and will be 500.00 to repair. any suggestions?
Had trouble starting off and on. The mechanic said that there was a problem with the grounding wire, and that there is an issue with the fuse box.

Go get a 2nd opinion somewhere else-I smell fishy stuff here
