2001 Dodge Intrepid Repair Question

Trouble code p1698

How to fix trouble code p1698 on a 2001 dodge intrepid 2.7L? All gauges work except the speedometer and PRND3L all lit up. It starts perfectly and drives only on reverse up to 2nd gear.I replaced the speed sensors input/output, checked wire connection on TCM and PCM, checked fuses under hood and in junction box, all is good but still in limp mode. I don't know if its a bad TCM or PCM. Need help please. Going a month now driving around in limp mode. (Thank God, where I live, speed limit is 25 to 30mph on island).

A P1698 means the PCM is not recieving a bus message from the TCM.
