Can I add a different bumper

I cannot say defintitively as you never know until you bolt it up. If it is from the same year, and is the same body style, it will bolt up. You may find that the fog light hookups are even somewhere hidden in the wring harness. Otherwise you will have to grab some power from an un-used circuit or off the battery and put a switch in the car. There is probably even a blank fill piece in the dash around the other switches where you can pop the blank piece out and get a stock switch and pop it in for a clean look.
