2001 Dodge Caravan Repair Question

Dodge Caravan Battery Problem
Replaced battery. Van wont turn over. Voltage and power is good. Reads done in the odometer box. No fault codes either. Is there a safety reset or security reset causing it not to start

check fuse and relay in intelligent power module underhood first. see if power is going to starter same voltage as battery. and check to seeif relay is engaging starter.
