One other thing that should be noted is the brake switch adjustment. Improper adjustment can result in brake lights operating but cruise not working as there are 2 circuits in the switch and they work in opposite conditions. Brake lights on would have the brake circuit completing the contacts whereas the cruise control circuit would have an open ciruit and condition reverses when brake pedal is released.
