2001 Chevrolet Impala Repair Question

No cluster lights no interior lights on 2001 impala
The lights in the dashboard will not come on we have checked the fuses and bulbs and they are good. Lights on console and radio and navigation rear view mirror also do not light up

Could be a ground issue or the cluster itself
