2000 Volvo V40 Havng headlight issues

Both right and left low beam headlights won't come on, bright headlights work. My husband checked the bulbs and they both look ok, the fuses check ok also. He says the wires don't seem to be hot coming from the fuses. He thought maybe the headlight switch was bad and ordered one online a used one, got it hoping that was the problem but changed to the ordered one and they still won't work. Could it be the switch and the used one was bad? What should he try to check out and where should he start? Maybe there is something he is missing or is doing wrong. I'm currently laid off and can't afford to pay the dealer $140.00 an hour to see if they can find out what is wrong. Thanks for your help I really appreciate it. Greetings

Fuses may look OK but you can't tell if they are OK by visual inspection alone. I would suggest testing the fuses as well as testing the relays which I believe are located in the CEM (central electronic module) on your vehicle. Also check the voltage at the fuse and at the lights.
