I have a 2000 vw jetta gls, and its leaking under the car on the passenger side. It looks to me its water, but I'm not sure. I looked under the hood and it doesn't seem to be coming fro the engine its self. I'm not sure what it is, and also my heater is working normal, it takes about 15 min to heat up. And even then its not all that hot.

Water from the A/C drain port (at the firewall). Usually runs down behind the
heat shield and drips behind the passenger front wheel / under the
passenger seat.

Pressure test the cooling system first just to make sure that there are no external leaks, if this fluid is clear and not coolant it will probably be from the A/C drain as suggested in the previous post.
