Can a secondary air selenoid be tested?

An error code states that either the secondary air pump or secondary air selenoid needs to be changed. Both are expensive parts and I would like to test them individually to determine which is defective. Any advise, diagrams or links would be great. Thanks.

In most case, the pump fails from water getting into the pump and seizing it. It get past the check valve and the pump is doomed.

We replace the pump, check valve and the fuse. Yes, it is expensive but necessary.

I was told the secondary air cylinios valve was only for emissions reasons, and does not effect the normal running of the car - is this correct?
