Engine recently overhauled new rings, valves,valve stem seals new cambelt and tensioners,head was not skimmed, engine has a lag a***** on pull off but once going run smooth, as if maybe fuel is not getting through or a miss spark sparkplug leads are new ,fuel filter is new, could it be a dirty carb
