TOYOTA CAMRY HEADLIGHTS PROBLEM

Hello. On start up, unless the emergency brake is engaged, the dimmer headlights always come on. When the day is sufficiently along and it is becoming dark outside, after roughly 8-10 seconds the photosensor will cause the dimmer headlights to go off and the regular headlights to come on. Starting about two years ago once every few months the photosensor, or something, would not work properly and not only would the dimmer lights go out, but the headlights wouldn't come on. So, when that happens I have the two parking lights only and no headlights at all. I've had to pull over and restart my car several times before it worked properly. Lately, however, it has happened more frequently. In fact, it's been three times just this past week. Last night, Sat. 12/8, I was driving and it happened in mid-trip. That was a first. I can always get the dimmer headlights to come on by adjusting the headlight switch to the high beam position, but no regular headlights. Also, when the car is off I can't turn on the regular headlights anymore. I'm writing because I'm not working and I'm fearful of going to a mechanic or the dealership (Sunnyvale Toyota on El Camino Real. Not that they're especially expensive. It seems that ALL dealerships are pricey, doesn't it?) And getting a gargantuan bill that I can't afford to pay at all right now. I thank you very much for your service.
