Toyota Camry Headlights Problem

With the daytime running lights on after startup and releasing the handbrake lever, and/or cabin controlled light switch on when used at night-- headlights- often automatically switch to the high beam on it's own. The flash high beam lever cannot shift the high beams back to low when it does this. It is intermittent, as sometimes it works normally.
