2000 Rover 45 Repair Question

My car heater isnt working properly and the coolant isn't getting all the way round the engine (radiator isnt getting hot right through).
I have had it checked out by my local mechanic, he checked the head gasket, changed the thermostat and bled the water system but the temperature keeps going up and there is steam forcing its way out of the coolant filler cap.
