2000 Peugeot 306 Repair Question

Peugeot 306 Dashboard Problem
The Fuse for the Lights burn out and the Lights burned out at the same time. When Replaced both it did it again. And at the same time the Dashboard Glowed real Brightly. What could Cause this Problem
