2000 Oldsmobile Alero Fuel Pump not working

Installed new f/p which worked on battery before install, so I'm sure it's good. I have no power on the grey wire going to the pump. The old one was actually still good when tested on battery, but went ahead and installed the new one and a new filter and lowered the car back down because I know the problem is in the wiring somewhere. Now is where it gets baffling to me. I traced the grey wire from f/p harness all the way up to the fuse box on the drivers side dashboard and it shows to be good. Ok, then I swapped known good relays and still no power on grey wire. (Actually done that first of course) but now the problem is when I jumper pin #30 to #87 still no power. Also, when I check all 4 pins with multimeter they all show to have power. 1st--Is that supposed to be that way? 2nd--Why, if all of them being hot wouldn't it have sparked and got hot when I jumpered them? Is this a computer problem or fuse box problem? Thanks so much for any help from someone who has seen this problem before!

Please disregard this question! I would withdraw or delete it if I knew how but I don't see that option anywhere. Sorry bout that. The part about all 4 pins having power is incorrect. I was testing drastically wrong.
