Keeps overheating? No leaks, new hoses, full coolant, fan working, new thermostat, next step, and bench test idea to perform next step?

Check the radiator if its clogged, water pump pumping coolant thru and also could be airlock in the cooling system try bleeding it-if it continues to overheat block and pressure test it-
