I have had all the cooling hoses replaced by qualified repairer to find my a/t light is blinking and in safety mode in 3 rd, he took it to a auto electricition and came up empty said he cant clear codes thanks

Clearing the codes does nothing anyway. The issue is still there.

I would start by re tracing his steps in the repair to see if he disturbed a connection or broke a connector.
