I have a 2000 mercury mystique with no heat. The heater core get hot but the fan only blows cold air.

The temperature is controlled by the use of an air mix door that is operated by an electric motor/actuator. This door can be jammed or the actuator can be inoperative or have stripped plastic gears internally.

Step 1 - A heater cannot operate unless the engine is full of coolant/antifreeze. If coolant level is low check the system for leaks.
