2000 Mercury Cougar Repair Question

Mercury Cougar Noise Problem

My steering wheel shakes, even at slow speeds. It also pulls to the left side while driving. At speeds of 40-60mph, there is a noise (hard to describe, it's a low=pitched noise, almost like the one you hear when your muffler is going but not that loud) that seems to come from the front - this only happens above 40mph.

I was told that bad front wheel bearings could cause all of these symptoms. If it matters, I have new front brakes, including rotors.

Suspect a broken belt in a tire.
