2000 Jeep Cherokee No heat

My jeep dose not put out any heat. I've had the radiator replaced. I've had three water pumps replaced.
The thermostat has been replaced several times. The fluids in the radiator always come out rusty.
What is the problem, my car runs well, it just don't have heat.

Check to see if both heater hoses are hot first if not then the heater core can be flushed or back flushed. If the hoses are hot then check to see if you have a water vale inline with the hose that should get vacuum if not check for a vacuum leak or reason whyit's not getting vacuum. Also it cold be cable controlled so the cable may be broken.
