I have a 2000 ford ranger, it has intermittent wipers on the turn signals lever, when I turn it on it makes a humming noise, my brother hooked it up straight and put a toggle switch on it, but I want to fix it correctly. The wipers do work with the toggle switch. But not otherwise. Whats the problem?

The switch is bad. If you have a Chiltons or Haynes manual, you can change it quite easily, but it's a bit more involved than we have room to go into here. You will need to deactivate any airbags, remove the steering wheel, and then remove the whole turn signal/wiper switch assembly. It takes about 30 minutes, but there's a few steps that really need to the great pictures in the Chiltons or Haynes books.
