rev up driving or setting at stoplight

When it rains my 2000 ford ranger will lurch as I drive it. I sometimes have to keep my foot on the brake in traffic because it takes off too fast.
.
Right after it rains my ranger will rev up while I am driving or setting at a stoplight. When I take my foot off the brake it sometimes really revs up?
