My 2000 Mercury Cougar randomly "hums" under the hood. It comes and goes, but is mostly when going slowing or stopping. It is also louder at some times than others. The weather has been unusually cold recently. I don't believe it has ever been in cold conditions like these. I don't even know if that has anything to do with it, just offering a little more background. What could it be?
