When I turn the key to the on position the pump kicks on and all of the lights turn on as they should. When I turn to the start position, nothing happens. The lights remain on as though the key is still in the on position. There is no click under the hood, the starter doesn't spin. Absolute silence under the hood.

Take car out of park and into neutral and try it. Could be trans shift sensor(neutral safety)switch is failing. Or maybe starter has failed. Check small solenoid wire that is trigger voltage from key.
