What do i need to do to disable the governor if it has one

2000 dodge ram 3500 4x4 5 speed manual 5.9l gas with a Dana 60 front and dana80 rear with 410. gears it will only run 56 MPH at 1700 rpm at full throttle does this have a governor if so how can I disable it
