DODGE INTREPID CLUTCH PROBLEM

I live in Minnesota. The last couple of winters the windows fog/ice up on the inside. Been to dealer and they cannot figure it out. After going to the dealer last year, I replaced the A/C clutch relay. This seemed to take care of the problem most of the last year. This year it is fogging up regularly. Something is not telling the A/C clutch to kick in. Somedays it will and the windows clear. Somedays it will not. I've had a test light on the A/C clutch when it is not turning on and there is no power coming to it. I have removed and cleaned the chassis grounds by the fuse block but that did not help. This model is equiped with climate control. Te dealer did replace that last year but it had no effect. Any ideas?
