2000 Daewoo Lanos Diagonistic Plug has no power

I am trying to locate the power supply to the diagnostic port located on the drivers side under the center console. I had a mechanic plug into it and he could not get power from the port, I need a wiring diagram or better yet where does the power supply come into it. I do not know the technical term for the diagnostic port, could you provide it.

It's called an aldl or data link connector and fuse f2 in fuse panel powers it.
