2000 Chrysler Cirrus Repair Question

Chrysler Cirrus Fuel pressure Problem

About 2mos ago i changed my fuel pump. The new pump that was installed was defective. So we replaced it. My problem now is the colder the weather the harder it is to start. The car turns over and tries to start but I have to keep the key turned while it is trying to catch. After about 30 seconds it finally starts. Then it runs great, all the pickup in the world. Every once in awhile when I turn it off, it is a little hard to start. All of this only happens in the very cold weather.

start with putting a fuel pressure gauge on the system to see what the actual pressure is. it should be around 40 lbs.
